【新唐人2015年01月15日讯】最新一期《炎黄春秋》杂志刊登中共少将张金昌的文章,暗示已落马的原海军副司令王守业,是中共军委办公厅主任、现任总政治部副主任、江泽民的大秘贾廷安一手提拔的。评论分析,联系最近发生的一系列事件,显示抓捕江泽民的包围圈正在收紧。
《炎黄春秋》2015年第1期,发表了原中共总后勤部营房部部长张金昌的文章,题为《我认识的贪官王守业》。文章披露中共军队高层运作,尤其是人事选拔的许多潜规则,文中描述了王守业接任总后勤部营房部部长一职的运作黑幕。
文中说,张金昌曾打算让王守业接替自己的部长职务,但在退休前的半年时间内,一连接到7、8封针对王守业的告状信,指控他乱搞两性关系。
1995年,张金昌退休时,公开提出不同意王守业接班,随后,王守业便利用“拉老乡”关系,接近和拉拢中央军委领导的秘书XXX,从吃请开始,礼尚往来。1996年1月,中共军委任命王守业为总后基建营房部部长。
张金昌说,“一次与退下来的总后领导交谈时,当面问过:‘当时我向你多次汇报过王守业道德败坏、品质恶劣的问题,为什么他还能当部长?’他说:‘你不知道,当时×办打了电话的。’”
虽然《炎黄春秋》发表的文章已经隐去名字,但时政评论员古春秋表示,以“XXX”代替的中央军委领导秘书,指的正是江泽民秘书贾廷安,“X”办则是“江办”。
江泽民自1989年任中共总书记,手握党、政、军三大权,不是军人又没军队实战经验的贾廷安,占有三大权秘书的位置。公开资料显示,贾廷安从1994年起,任中央军委办公厅副主任兼军委主席办公室主任,和王守业都是河南叶县人。
时政评论员古春秋:“从这个文章几乎所有内容来看,基本上都是排它性的,都会把贾廷安对号入座,给他看到这个指的就是贾廷安,那即然是这样的话,现在江泽民的处境来看,他现在确实比较不妙。”
2015年新年,江泽民一家三代登海南东山领的消息被全面封杀﹔6号,江绵恒被解除中科院上海分院院长职务﹔8号,网络传出江泽民妻子王冶坪的侄子、深圳书记王荣被调职﹔9号,江泽民的发迹地一汽集团原副总经理安德武被逮捕。
古春秋分析,现在贾廷安和王守业勾结的消息再次被曝光,显示习近平当局对江泽民的围剿正在收紧。
古春秋:“像打周永康一样,先把他周围那个势力先清除,先把他的爪和牙先拔下去,他都是这样做的,从这个轨迹来看,对江泽民也是这么做的,先把他周围的人,周围的势力先给他慢慢的先去除,包括贾廷安应该说是一个比较核心的人物。”
贾廷安的快速升迁,曾引发军中不满。2005年王守业被“双规”时,就有报导说,贾廷安是王守业的大后台,有腐败、卖官鬻爵之嫌。
时政评论员石涛分析,从贾廷安事件的曝光,到之前习近平强调的“山头主义”、“帮派主义”,以及12号中纪委召开十八届第五次全会,传达习近平去年四中全会的讲话,所有的事件都迎合了整体的氛围。
时政评论员石涛:“他当时的说法就是塌方式腐败,团团派派,一团一伙必须要给它清除掉,所以我认为应该是一体的了,也就是贾廷安迎合了一个秘书的身份,江绵恒是江泽民的长子,所以有道理认为这是总体对江家本身动手的一种标志。”
去年7月份,就有外媒引述北京高层的消息说,由于北京当局接连拿下薄熙来、徐才厚、周永康等江泽民一手提拔的重要干将,触及到了江系的核心利益,江系不择手段地阻挠与反扑,甚至公开在媒体叫板,促使习近平下定决心,早日启动对江泽民的调查。

Jiang Zemin’s Head Secretary: Collusion with Wang Shouye
In the latest edition of Yanhuang Chunqiu magazine,
the Chinese Communist Party (CCP) major general,
Zhang Jinchang hinted in an article that, the fallen former
Navy deputy commander Wang Shouye is personally
groomed and promoted by the director of the General Office
of the CPC Central Military Commission (CMC), the current
deputy director of the General Political Department
and the top secretary of Jiang Zemin, Jia Yanan.
According to analyses, the recent series of events show that
the encirclement is tightening around Jiang Zemin.
In this year’s first issue of Yanhuang Chunqiu ran an article by
former minister of the General Logistics Department barracks
Zhang Jinchang, titled “The Corrupt Official Wang Shouye
Whom I Knew", which revealed the workings of the CCP
military at its top level, including the many soft rules
regarding the promotion of military personnel.
In particular, the article revealed the shady secrets behind
Wang Shouye’s promotion to his post.
The article said that Zhang Jinchang had originally wanted
Wang Shouye to take over his ministerial post,
but within half a year before his retirement, he’d received
around eight complaint letters regarding Wang Shouye,
alleging that he was involved in bisexual relationships.
In 1995, upon his retirement, Zhang Jinchang openly
objected to Wang Shouye succeeding him.
In response, Wang Shouye sought to capitalize on his
relationships with powerful friends.
He got close to a certain Secretary XXX of the CMC
through giving dinner invitations and gifts.
January 1996—the CMC appointed Wang Shouye as minister
of the General Logistics’ barracks and infrastructure unit.
Zhang Jinchang wrote, “Once in a conversation with a retired
General Logistics leader, I asked, Back then, I sent numerous
reports to you of Wang Shouye’s moral depravity and poor
character. Why could he still become Minister in the end?’
He said, ‘You don’t understand. Back then, X’s office called.'"
Current affairs commentator Gu Chunqiu says
secret person “XXX" was actually the CMC’s lead secretary
—also Jiang Zemin’s secretary—Jia Yanan,
and “X’s office" was in fact Jiang’s office.
Former general secretary of the CPC, Jiang Zemin, once held
authority over the Party, government and military.
Jia Yanan, a non-military personnel without any combat
experience became secretary of these three power houses.
Public documents show that Jia Yanan has been serving as
chairman and deputy director of the CMC General Office
since 1994.
Him and Wang Shouye are both from Henan.
Gu Chunqiu, Current affairs commentator: “Almost all
information in this article is exclusive and they’ve condemned
Jia Yanan; if the person referred to in the article is indeed Jia,
Jiang Zemin is in trouble."
On New Year’s Day, 2015, the news of Jiang Zemin’s family
of three generations climbing the Hainan Dongshanling Hill
was completely banned from the media.
On Jan. 6, Jiang Mianheng was relieved of his duties as head
of the Chinese Academy of Sciences, Shanghai Branch.
On Jan. 8, there was an online rumor that Jiang Zemin’s
wife’s nephew, Wang Rong, was transferred from
his original post as secretary of Shenzhen.
On Jan. 9, Ande Wu, former deputy manager of First
Automobile Works (FAW)—Jiang Zemin’s place of origin,
was arrested.
Gu Chunqiu says, as news of collusion between Jia Yanan
and Wang Shouye is once again being exposed,
Xi Jinping’s encirclement around Jiang Zemin is tightening.
Gu Chunqiu: “Just like striking Zhou Youkang, the circle of
power surrounding Zhang must first be eliminated;
it’s akin to removing a tiger’s claws and teeth."
“This is what Xi has always done and judging from this trend,
he is likely to do the same to Jiang—methodically remove
the people and influence around him, including Jia Yanan
who may be considered as his core personnel."
Jia Yanan’s rapid promotion caused discontent in the military.
In 2005, when Wang Shouye was detained for interrogation,
there were reports that Jia Yanan was backing Wang Shouye
and that he was suspected of corruption and for using cash
to manipulate ranks.
Current affairs commentator, Shitao says that
from the Jia Yanan incident to the idea of “sectarianism"
and “gang doctrine" previously stressed by Xi Jinping,
to his speech at the Forth Plenary Session last year that was
also conveyed on the 18th Fifth Plenary Session held by
the Central Commission for Discipline Inspection (CCDI),
all these events are consistent with a common design.
Shitao: “Back then, Xi talked about removing corruption
and that gangs and factions must be removed one by one."
“In my mind, they are a faction—Jia Yanan occupies
the position of a secretary and Jiang Mianheng is the eldest
son of Jiang Zemin—moves against them indicate that
moves against the entire Jiang group has begun."
In July 2014, foreign media quoted senior sources from
Beijing, saying that by taking down Bo Xilai, Xu Caihou,
Zhou Yongkong and other lead figures who were personally
groomed by Jiang Zemin, the Chinese authorities had
encroached upon the core interests of the Jiang faction.
Jiang’s faction will surely intercept and retaliate at all costs,
and even publicly declare war against Xi in the media.
This prompted Xi to make the resolution
to initiate an investigation on Jiang Zemin.
