中华民国只有23个邦交国，却有129个国家及地区给予免签证待遇，反观大陆，有171个邦交国，却只有20多个国家愿意给予免签。相较之下，激发了大陆民众申请中华民国护照的想法。
去年，台湾外交部“部长信箱”接获大陆民众询问申请护照、入籍的邮件有42封，而今年约有420封，数量暴增10倍。
台湾外交部工作人员杨先生：“陆陆续续这一年来，我们大概收到4百多询问的案件，最近稍微比较多一点。”
最近，大陆网站流传一个说法，那就是：依照中华民国宪法，国家固有疆域包括大陆地区。依此推理，大陆居民既然也是“中华民国国民”，依法可以申请台湾护照。
一位大陆民主人士向《新唐人》表示，许多觉醒的大陆民众开始省思，中华人民共和国的国体和执政党是否合法？
大陆民主人士：“贪腐横行、社会不公、贫富差距随处可见﹔觉醒的这些人在追求根源，现在民智开始开启、很多历史真相开始还原，既然中华民国是合法的，那么，中华民国的宪法上，它就应该承认我是中华民国的公民。从这个法理上讲，我们向中华民国政府申请护照，是合理合法的事情。”
他还表示，所谓的中华人民共和国的护照不值钱，也是大陆民众想申请中华民国护照的原因。
大陆民主人士：“有句笑话说，拿着中华人民共和国的护照，除开社会主义国家和非洲国家，是免签以外，其他都不是免签的﹔那这不是让我们去冒险吗！这个观点反应的是，民众对中华人民共和国这个执政政权的失望。”
还有大陆人士向《新唐人》询问如何申请台湾护照，并表示，希望孩子在海外接受教育。不过，依照《两岸人民关系条例》，依亲和结婚等方式取得中华民国国籍之后，才能办理护照，这对大陆民众来说，并不容易。
独立评论员，中国社会问题研究人士张健分析，要求取得台湾护照事件，充分表现大陆公民的聪明和睿智﹔也是对中共当局最大的讽刺和无情的打击﹔也同时给台湾民选的马英九政府，作为实施民主的一个政治考量。
独立评论员张健：“为什么这样说，第一中国人我们都要落叶归根，但是为什么共产党建政之后，很多生在新中国这些红旗下的这些人们，当他们成熟之后，为什么要去换，当时所受教育是，台湾国民党是反动派。要换回中华民国的这样一个护照，这足以证明，大陆的公民们，他们已经有了参与民主理念的意识。”
不过，这事可能成为台湾政府的烫手山芋。张健则认为，不论护照是否给予办理，如果台湾总统马英九应对巧妙、得体，必然得到国际的加分﹔也等于是：大量的中国百姓在给台湾政府背书。
张健：“我们预期，他可能像征性的颁发中华民国的护照，给这些大陆民众。不单纯是打了中共耳光、在国际竖立形象、让全世界所有人看清楚了，台湾一个弹丸之地，能牵动所有中华民族我们这些炎黄子孙的心﹔我们心向的是民主自由﹔足以证明中共是多么的不得人心。”
张健认为，台湾政府如果能看出世界民主潮流，包括将来中共必然灭亡的结果，可能会在这方面有所重视。
