【新唐人2014年10月18日訊】澳洲傳媒日前繼續披露有關香港特首梁振英，與澳洲企業UGL簽訂巨額酬金協議的進一步細節，指稱梁振英當時除了要求約5000萬港元的秘密報酬之外，還向UGL額外索要近3740萬港元，但遭到拒絕。美國《華爾街日報》則刊文，描述了梁振英其人的獨裁本質。
澳洲傳媒Fairfax Media旗下的《悉尼晨鋒報》，8號報導了梁振英於2011年競選期間，簽下秘密協議，收受澳洲企業UGL集團約5000萬港元的秘密報酬。
14號，《悉尼晨鋒報》跟進報導，披露在UGL與梁振英簽訂秘密協議的同一日，戴德梁行董事局否決了一個來自中國國企天新的收購建議。該收購方案作價比UGL高出超過12億港元。
僅隔一天，《悉尼晨鋒報》15號再度報導，指稱梁振英當時除了要求UGL提供約5000萬港元的酬金和花紅之外，再額外發放300萬英鎊（即接近3740萬港元），作為戴德梁行日本分公司過去5年虧損的補償，不過最終遭到UGL拒絕。
報導還引述當年參與談判的人士表示，梁振英當時經常不回覆電郵或電話，要由時任戴德梁行主席Tim Melville-Ross或債權人、蘇格蘭皇家銀行派人尋找梁振英。
這是在短短8天內，梁振英涉嫌收受巨額貪腐被爆出的第三波內幕。這也是有關梁振英個人信用遭受沉重打擊的最新案例。
香港立法會議員單仲偕：「事情已經太清楚了，已經有足夠的理由進行彈劾。如果香港是一個完全民主的社會，我估計梁振英已經要辭職了。他的指控已經很清楚，他有貪腐的問題。」
時事評論員唐靖遠觀察認為，中共高層現在可能已經在有步驟的，開始為撤掉梁振英做準備。
時事評論員唐靖遠：「現在為甚麼陸陸續續的放這個料呢？可能是希望梁振英能夠知趣，他自己能夠自動辭職。這樣對他個人，對中共所謂的臉面，包括對整個香港的局勢，都是有好處的。但是如果梁振英他執意要自己這麼硬撐下去，那他很難避免最糟糕的一種結果，就是可能被捲入貪腐調查中去，最後鋃鐺入獄。」
此外，香港「佔領中環」行動持續接近3個星期，梁振英宣佈因安全問題，推遲原定於本週四到立法會的答問會。
社會民主連線主席「長毛」梁國雄認為，此前龍和道的驅散行動，證明警方有足夠警力應付，梁振英到立法會不存在人身安全問題，他的說法是「撒謊」，是害怕接受問責。
單仲偕：「因為他避無可避。過去兩個星期他已經完全避過了對他的追問。他不會見記者，不回答記者關於他貪腐的案件。如果他來到立法會，也不能完全不答，我估計他是爭取時間，好好處理他個人的問題，他貪腐的問題。」
14號，《華爾街日報》社論版主編Hugo Restall撰寫評論說，香港抗議跟梁振英的政治「大陸化」關係密切。在1979年，梁振英年僅24歲的時候，就已經帶團訪問深圳，並提供土地勘探和管理專業知識。隨後，梁振英迅速攀陞官階。
文章描述，梁振英是共產黨的效忠者，他也要求其他人這樣，以至於他的左派同僚也討厭他。因此，香港抗議者相信梁振英將不會改變，也不會代表香港利益。這就是為甚麼要解決香港的危機，梁振英就必須辭職。
唐靖遠：「每次每當局勢有所緩和的時候，他就會做出一些舉動來刺激整個局勢又升溫。這個已經反覆好幾次了。實質上他是江派在香港臺前的一個代表人物，所以他是認為他是有後臺的，所以他也必須要按照江派意圖來掌控整個事情。所以他不可能就這麼自動的去辭職。」
《華爾街日報》的文章也提到，目前梁振英仍然繼續倡導香港融入大陸。中聯辦已經明目張膽的干涉香港本地政治，形成第二政府。

Corruption Allegation’s Third Wave, Foreign Media Comment On Leung Chun-Ying’s Dictatorship
Australian media recently had revealed further details of Hong Kong Chief Executive Leung Chun-Ying signing a huge payment agreement with the Australian company UGL. Reports said, in addition to Leung Chun-Ying’s requirement of a secret remuneration of approximately $HK 50 million ($US 6.4 million), he also demanded nearly $HK 37.4 million ($US 4.8 million) from UGL, but was rejected. US Wall Street Journal has published an article describing the authoritarian nature of Leung Chun-Ying.
Australian media Fairfax Media’s, Sydney Morning Herald (SMH) reported on the 8th that Leung Chun-Ying has signed a secret agreement during the 2011 election campaign, accepting a secret payment of approximately HK $ 50 million from UGL.
On the 14th, SMH further reported, on the same day of UGL signing the secret agreement with Leung Chun-ying, DTZ board of directors rejected a new acquisition offer from the Chinese state-owned Tian Xin. That acquisition offer is priced at $HK 120 million ($US 15.4 million) more than UGL.
The next day, SMH reported again, in addition to the HK $ 50 million payment, Leung had asked another £ 3 million (about HK $37.4 million) from UGL as a compensation for DTZ Japan branch’s losses over the past five years. However, this was rejected by UGL.
The report also cited words from participants in the negotiations at that time, stated that Leung Chun-Ying often did not reply to e-mails or telephone. Current chairman of DTZ Tim Melville-Ross, or creditor, the Royal Bank of Scotland has sent people to look for Leung Chun-Ying at that time.
This is the third wave of inside stories of Leung Chun-Ying’s huge corruption allegations in just eight days. This is also the latest case about Leung Chun-Ying with his personal credit suffering a heavy blow.
Member of Hong Kong Legislative Council, Sin Chung-kai: This thing is very clear; there are enough reasons to impeach. If Hong Kong is a fully democratic society, I think Leung Chun-ying has to resign. His allegations have been very clear that he has a corruption problem.
Affairs commentator Tang Jingyuan felt, the top level may now have to gradually start preparing for removing Leung.
Tang Jingyuan: Why is this thing being exposed now? Maybe in the hope that Leung Chun-Ying can get the message and voluntarily resigns. This is good for himself, the CCPs so-called face, as well as the whole situation of Hong Kong. However, if Leung Chun-Ying insists to hang on, then it is difficult for him to avoid the worst result, that is being investigated on corruption charges and ending up in jail.
In addition, Hong Kong’s “Occupy Central" has lasted nearly three weeks, Leung Chun-Ying announced to postpone the Q & A Session at the Legislative Council originally scheduled on Thursday due to security issues.
Chairman of League of Social Democrats, “Longhair" Leung Kwok-Hung felt, previous dispersive actions on Lung Wo Road proved police have enough police force to cope. There is no personal safety issues for Leung Chun-Ying to go to the Legislative Council, and his excuse is lying and afraid of being questioned.
Sin Chung-kai: He cannot avoid it. For the last two weeks he has completely evaded questioning about him, he did not see reporters or answer reporters about his corruption case.If he comes to the Legislative Council, he has to answer, I think he wants to gain time to deal with his personal problems, his corruption problem.
On the 14th, Wall Street Journal editorial page’s editor Hugo Restall commented that Hong Kong’s protest was mainly due to Leung Chun-Ying’s political “mainlandization". In 1979, when Leung Chun-Ying was just 24, he had led a group visiting Shenzhen, and provide land exploration and management expertise. His official rank has been rapidly rising since then.
The article describes, Leung Chun-Ying as a loyalist of the Communist Party, and he also asks other people to do so, that caused even his left-wing colleagues to hate him. Hence, Hong Kong protesters believe Leung Chun-Ying will not change, or think about the interests of Hong Kong. This is why Leung Chun-Ying has to resign in order to solve Hong Kong’s crisis.
Tang Jingyuan: Whenever the situation has eased, he would do something that caused the whole situation to tense up, this has been repeated several times. In fact, he is a representative of Jiang Zemin’s faction in Hong Kong, so he thinks he has some background, so he will control the whole thing according to the intent of Jiang Zemin’s faction. Therefore, there is no way for him to resign voluntarily.
The Wall Street Journal’s article also mentioned, Leung Chun-Ying is still advocating Hong Kong to be integrated into mainland. The Liaison Office has been blatantly interfered in Hong Kong’s local politics, and become a second government.
