【新唐人2012年9月4日訊】按照慣例,新任中共掌權者會在掌權後指定自己的「中央辦公廳主任」。但是這次,栗戰書打破慣例,在十八大前就接了令計劃的班。外界解讀,這項人事異動顯示中共十八大將屆,權力交接班腳步加快。
執掌機要的「中央辦公廳主任」一職由於極爲重要,被人稱爲「大內總管」。雖然人選的更替原本是胡習交棒過程中的正常現象,但是相比起胡錦濤上臺5年後,才扶正親信令計劃坐上這個位置,栗戰書在習近平還沒接權時就上了跑道,異常快的步伐引發外界的注意。
中國社會問題研究人士張健表示,未來還會有令世界意想不到的很多結果,因爲十八大的既得利益者和失利者,一定會圍繞這個問題進行殊死的搏鬥。
中國社會問題研究人士張健:「失利者從來不會繳械投降,那麼,既得利益者呢?也不會像過去獨裁那種領導人,他們有絕對的權威、絕對的聲望可以控制這些事情,那麼這兩派最後就即將展開殊死的搏鬥,無論這兩派哪一派會得勢,注定的一個結果是,中國的老百姓一如既往的生活在食物鏈的最底層。」
令計劃轉任統戰部部長,政治觀察人士各有分析,海外部份中文媒體對令計劃仕途不再看好。但香港媒體認爲,令計劃仍擔任中央書記處書記,只是兼任統戰部部長,因此按慣例,明年中共人大、政協換屆,令計劃有可能出任全國政協副主席。
但張健認爲,汪洋很可能在十八大取代在此之前被熱烈討論的人選—-令計劃。
張健:「十八大最熱門的人我相信汪洋有可能會取代令計劃,或者令計劃根本就沒有入常的打算,而是被中共的高層,另有更佳的一個任命。那麼像汪洋所做的一切當年在廣東他所表現出來的那些,從中共建政以來,從來沒有發表的那些言論,足以證明汪洋幕後有高人指點。」
雖然台灣媒體分析,栗戰書和令計劃的人事異動,顯示十八大前中共高層權力交接班速度加快的跡象。《明報》3號的報導,其中引用消息人士的話說,十八大已基本敲定在10月中旬,就是10月15號到18號之間舉行,會期約一週,會前3天將召開中共十七屆七中全會。
美國「約克學院」學者周澤浩對比目前正在進行的美國總統競選,指出:中共的操作過程不正常。
美「約克學院」學者周澤浩「中共的話,和美囯的運作過程正好相反,它們是爲所慾爲,想怎麽樣就怎麽樣。老百姓沒有知情權,它們這個政治不透明,弄得我們大家百般揣測。這個現象非常不正常,體質要徹底改變一下。」
張健認爲,目前的體制如果不改變,中共高層即使十八大上順利交棒,未來中國的局勢會更加的撲朔迷離。因為中國已經沒有了強權政治人物,無法統籌現在的體制,組織各派爭奪利益。不過,張健指出,中共內部互相殘殺,反而可能產生出中國老百姓徹底的覺悟,從而改變中國的現狀。

Chinese Communist Party Power Transfer Before Date Confirmed for 18th National Congress
Established Chinese Communist Party (CCP) practice
requires that after a new ruler takes office, he/she needs to specify their own Director of General Office.
Li Zhanshu recently broke this rule by replacing
Ling Jihua before the CCP’s 18th National Congress.
This indicates that the CCP has quickened personnel
changes, as the 18th National Congress approaches.
Director of General Office is an extremely important position.
It is also known as “Chief Manager of the Inner Court.”
Hu Jintao assigned this position to his assistant
Ling Jihua only five years after he took office.
In contrast, Li Zhanshu has assumed this position even
before Xi Jinping has formally become the next leader.
This unusual fast pace has triggered the public’s attention.
Zhang Jian, a scholar on China’s social issues, said that
China will surprise the world with more unexpected events.
During the 18th National Congress, different CCP factions
will wage desperate struggles against each other during.
Zhang Jian: “Those who lose the battle will never surrender.
Those who win will not have the authority
that previous CCP leaders held.
The two sides are sure to struggle
against each other desperately.
Whatever the result, Chinese people will
always live at the bottom of the food chain.”
Ling Jihua will become Minister
of United Front Work Department.
Some overseas Chinese media said that Ling’s
political career is no longer optimistic.
However, Hong Kong media said Ling will continue
to be Secretary of the CCP Central Committee, with an adjunct position in the United Front Work Department.
As routine, at the National People’s Congress next year,
Ling may become Vice Chairman of the National Committee
of the Chinese People’s Political Consultative.
Zhang Jian said that Wang Yang might replace
Ling Jihua to enter the Central Committee.
Zhang Jian: “At the 18th National Congress,
I believe it is possible that Wang Yang could replace Ling Jihua in the Central Committee.
Or, Ling Jihua might take some other position,
without a plan to enter the Central Committee.
In Guangdong Province, Wang Yang made remarks
about reform that were totally new in the CCP’s history.
There must be some high officials supporting him.”
Although Taiwanese media analyze that these personnel
changes have been speeded up within the CCP, the date of the CCP’s 18th National Congress is yet to be revealed.
The latest guess is from Hong Kong newspaper Ming Pao,
which quoted sources as saying that the date has been
basically finalized in mid-October, between the 15th and 18th.
The three days before this will be the CCP’s
17th Central Committee 6th Plenary Session.
York College scholar Zhou Zehao pointed out
that the CCP procedure looks abnormal in comparison with the U.S. Presidential election.
Zhou Zehao: “CCP political operations
are completely contrary to that of the U.S.
They do whatever they want, keeping the people blind.
Its opaque politics leaves us with all sorts of speculations.
This abnormal phenomenon needs to be completely changed.”
Zhang Jian believes that the current system will lead China
into a more complicated and confusing situation.
This will be the case even if the CCP successfully
passes through the 18th National Congress.
Currently, the CCP has no charismatic leader
to coordinate the conflicting factions within the party.
On the other hand, Zhang Jian suggests that current
internal conflicts will bring Chinese people towards a full consciousness of the nature of the CCP.
This will change the status quo in China.
